CardFlex is a new name, but it’s built on decades of experience. Company founder Andrew M. Phillips made his mark with Payment Resources International, one of the most successful companies in the payment-processing industry. Leveraging that experience—and his ability to identify or develop leading-edge technologies that speed cash flow—Phillips launched CardFlex in early 2007.

Management Team
President and CEO ANDREW M. PHILLIPS is a 25-year veteran of the payment-processing industry. Before founding CardFlex Financial Services, Phillips owned and operated several other payment-processing companies, including CheckRite (a check-recovery franchise) and Integrated Transaction Services (a full-service processing ISO that also specialized in electronic benefits transfers). His technology expertise led him to develop some of the industry’s top processing technologies, including Transaction Central™, a web-based credit card and ACH terminal that features all the functionality of an electronic countertop terminal. Using his unique experience and background, Phillips founded Payment Resources International Inc. (PRI) in 1998. He built that company into a leading payment processor, specializing in emerging markets and alternative strategic verticals. Under Phillips’ leadership, PRI demonstrated above-average portfolio growth with below-average merchant attrition. Following his sale of PRI to TransFirst, Phillips became president of that company’s Independent Sales Services (ISO) division.

As president and founder of CardFlex Financial Services, Phillips is identifying and achieving the opportunities currently available in the Stored Value and Pre-paid market with a focus on providing a superior product and service standard for businesses and the evolving consumer market. A highly successful entrepreneur, Phillips is also committed to community service. He owns and operates Accelerate Trainings, an educational company that uses state-of-the-art seminars, professional personal coaching, and multi-media products to help individuals and groups perform at peak capacity. He has served as vice chairman of the Make A Wish Foundation of Orange County, and has been key in the revitalization of the YMCA in Orange County.

Chief Technology Officer JOHN S. BLAUGRUND is an industry leader with 22 years of experience in global payments processing, including six years as senior vice president of technology at Payment Resources International. Blaugrand has been responsible for all phases of design, certification, roll-out and on-going enhancements and support of an IP-based transaction-processing gateway that supports credit, debit, and EFT/ACH transaction authorization, capture and settlement.

Before joining CardFlex as Vice President of Business Development, JAIME GONZALEZ rose through the ranks at Payment Resources International. “I’ve had the opportunity to wear just about every hat in this industry,” Gonzalez says. “As a result, I can view problems from a variety of perspectives and provide solutions that make sense not only from a sales and marketing standpoint, but from the perspective of the most important person in the equation: our customers.”

After graduating from UC Irvine in 1994, MICHAEL SEGOVIA built a United States sales and distribution site for a Hong Kong-based import/export company. He sold his interest in the company in 1996 and moved into the mortgage industry where, over 12 years, he worked in sales and operations management, rising to regional operations director. In that job, overseeing 140 associates, he led the reorganization and restructuring of GMAC/Rescap's largest regional operations plant in North America. Today, he serves as operations manager for CardFlex where his goal is simple if ambitious: “I plan to establish the company as a leader in the prepaid debit card marketplace.”
